District 19 Junior Player Policy1. At all District 19 Regionals, the entry fee for paid up ACBL members in good standing who have not yet reached their 16th birthday shall be $1 per session in the currency of the country in which the tournament is held. 2. At all District 19 regionals, the entry fee for paid up ACBL members in good standing between the ages of 16 and 21 years of age (Have not yet reached their 22nd birthday) shall be no more than 50% of the regular entry fee. 3. The above policies shall not apply to professional bridge players of any age who are receiving direct financial benefit from participating in the event. 4. District 19 encourages all units and bridge clubs to approve similar policies for their sectional tournaments and club games. DISTRICT RECORDERWHAT IS A RECORDER? The main role of the recorder is to receive written information, complaints and suggestions by players about other players, tournament directors, tournament facilities and anything else directly related to bridge. DUTIES OF A RECORDER 1. The Recorder keeps ongoing records of all grievances brought to his attention, the facts of which he is able to verify. Absolute confidentiality is observed. 2. The Recorder has no punitive powers. If a hearing does take place, however, the Recorder's records may be made available to the Committee as evidence. 3. The Recorder will review memos received and determine how the issue is to be acted upon. He may investigate to determine the facts and possible extenuating circumstances. 4. The Recorder acts as an educator. Many players do not understand ethics and rules. The Recorder is able to help newer players, and others, become aware of each player's ethical responsibilities. HOW DO WE CONTACT A RECORDER? If you wish to report to the Recorder, you will find forms marked PLAYER MEMO available at hospitality deskS, from a director on site, attached to a regional daily bulletin or, soon, by clicking here. All player memos should be completed as fully as possible and returned to a Recorder or to a Director. WHO IS THE D19 RECORDER? ZERO TOLERANCE POLICY AND PROCEDURESThe ultimate purpose of the Z-T policy is to create a much more pleasant atmosphere in our tournaments. We are attempting to eradicate unacceptable behavior in order to make the game of bridge more enjoyable for all. Some examples of commendable behavior, which, while not required, will significantly contribute to the improved atmosphere are: Being a good host or guest at the table; Greeting others in a friendly manner; Praising the bidding and/or play of the opponents; Having two clearly completed convention cards readily available to the opponents.
